The universal church is the family of God and body of Christ made up of all true believers. Local churches are the tangible expression of the universal church. Every believer is to be an active part of a local church. The local church is a community of regenerated believers who confess Jesus Christ as Lord. We function under the authority of Scripture. In obedience to Scripture we organize under qualified leadership, gather regularly for preaching and worship, observe the biblical ordinances of baptism and communion, are unified by the Spirit, are disciplined for holiness, fulfill the Great Commandment to love one another in the church and our neighbors outside the church, and scatter to fulfill the Great Commission as missionaries to the world.

This is a complex question that lacks emotionally satisfying answers that give us the warm fuzzies. However, the Bible provides an answer that builds faith instead of tearing it down.
